The agriculture, food, and transportation components of the American economy are vital to the Nation’s economic and public health. In the post 9/11 age, there is an increasing possibility of a terrorist attack on our domestic infrastructure - including the food and agricultural sectors. The protection and integrity of America’s agricultural production and food supply are essential to the health and welfare of both the domestic population and the global community.

A layered security approach that assists commercial agricultural and food transporters is essential to addressing the security concerns of the farm-to-table continuum. Agricultural transportation is a component common throughout the continuum and, therefore, requires special attention from a security perspective. Agriculture products in transport provide significant opportunities for access. For example, a tanker holding liquid products could be contaminated in a matter of seconds. All that it would take is for a terrorist to have the agent and access to the target. Planning for and implementing security management practices in the commercial transportation of agricultural and food products are vital to ensure the continued safety and security of those products.

During the transportation of agricultural and food products throughout the farm-to-table continuum, it’s important to continually audit and evaluate appropriate countermeasures to mitigate potential vulnerabilities. Security measures should make it as difficult as possible for a troublemaker to tamper with agricultural commodities and the food products or ingredients your company transports.

The recent passage and implementation of the Food Safety Modernization Act requires that food companies adopt more stringent security and safety measures in food production, transportation, receiving and storage to keep the U.S. food supply safe. Companies in the food industry must develop preventative controls to protect against the intentional adulteration of food – both human food and animal food.

FSMA

How do agriculture and food companies improve security and safety measures throughout the end to end process - production, storage, transportation, and receiving- and keep in compliance with FSMA?

Security seals can be used effectively to protect food shipping containers, trucks, rail cars, storage, and production facilities from tampering or contamination. Security seals placed on doors, totes, containers, or any other item requiring restricted access keeps cargo safe.

For example In the transport of ingredients or finished goods, the use of high security cable seals and bolt seals for high value loads protects your cargo. Hybrid tamper evident devices are crucial for transporting high value goods and preventing the likelihood of loss. Seals like the SeaLock offer the highest levels of security by immobilizing locking doors while at the same time locking the door latch. The Sealock SL is a hybrid cargo security device consisting of a barrier locking bar and indicative cable seal. The device requires two cuts for removal, and exceeds all ISO 11712:2013 Clause 6 standards. The Sealock SL-C is a dual-sided large diameter cable seal that also seals and locks both container doors together and prevents the most common forms of covert intrusion and tampering, while still exceeding CTPAT standards for high security seals. Protecting containers with seals that are ISO rated High Security gives producers and shippers assurance that their chain of custody is secure. The EZ Loc Plus 1/8 is an ISO 17712:2013 High Security Seal and C-TPAT Compliant. The EZ Loc Plus features a non-preformed security cable that frays when cut with various marking options for customized tracking. The seal pulls tight for maximum security and can only be removed with cable cutters.

Tamper evident seals, tamper evident tape and labels, bolt seals, container seals and truck seals help the food industry take the necessary precautions and comply with government regulations. Tamper evident security seals, or container seals can make the difference between efficient operations and work stoppage. Using security seals and tamper evident seals can lower risk immeasurably.

Using Food Safety Modernization Act (FSMA) compliant security seals to keep cargo safe, free from tampering during production, transportation and receiving is a good strategy. Tamper evident seals, security seals, and container seals secure truck doors, liquid drums, and safeguard cargo from tampering or contamination in transit.

For example for applications on drums, end-users secure the bolt and ring closure, feeding through the aperture to prevent tampering. Individual numbering adds an additional layer of security so that the number can be logged to safeguard against tampering. Most applications for sealing drums typically call for smaller diameter seals of 1/16th inch or 1.5 mm unless there is a cross-border shipment that needs a Customs-Trade Partnership Against Terrorism (C-TPAT) Compliant Cable Seal. The seals can use a number of different metals for their bodies but the most common are zinc and aluminum with an attached steel cable. The FlexSecure FS 15 is a 1.5 mm (1/16”) anodized aluminum bodied cable seal that is regularly used in high value shipments. The FlexSecure FS 15 has a tamper-evident cable that separates into individual strands when cut and cannot be resealed. Depending on each application, government regulations can dictate the need for specific diameters, lengths, or composition of the seals.

Tamper evident tape and security seals also safeguard food production facilities. The food industry also uses tamper evident tape and security seals to help safeguarding food and ingredients during storage, processing, manufacturing, and finished goods inventory. Use of tamper evident tape is an effective way to keep food safe during processing and production. Tamper evident tape is also useful to protect pallets from tampering in inventory and transportation.

Food companies must implement strategies to mitigate the contamination of food through protective controls. Companies will need to review production and inventory processes to ensure science-based controls are in place to prevent tampering with and contamination of raw ingredients, food in process and finished goods. Security seals, tamper evident seals, tamper evident tape and labels, bolt seals, container seals and truck seals help the agriculture and food industry take the necessary precautions and comply with government regulations.
